Spanish government to invest in electric vehicles

The Spanish Government has presented its Integrated Strategy for the promotion of Electric Vehicles to 2014, and an array of measures to be implemented through an Action Plan over the next two years. The Government views electric vehicles as an industrial opportunity at a decisive juncture for the car, technology, energy and environment sectors, and as opening a pioneering field for the development of software for the recharging of batteries and the development of smart grids.

The objective of the integrated strategy to promote Electric Vehicles is for a figure of 250,000 electrical vehicles (plug-in electric vehicles and hybrids) to be reached by 2014, a figure consistent with having 1.000.000 conventional electric vehicles and hybrids in the same year. Taken as a whole, the measures will involve the mobilization of public resources worth 590 million euros in 2011 and 2012, in addition to the budget of 10 million for the Movele pilot project in 2009 and 2010.

The following measures included in the Action Plan stand out:

  • Subsidies for the purchase of vehicles. The amount of the subsidy will be worth 20 percent of the cost with a maximum amount of 6,000 euros per vehicle for private users and private fleets. The estimated cost of this measure is 240 million euros in 2011 and 2012.
  • Design of urban advantages for electric vehicles. Production of a guide describing a series of advantages to incentivize the use of these vehicles, such as access to restricted areas, longer times for loading and unloading, reservation of public space for the recharging of fleets providing essential services (health services, police).
  • Support for industrialization and R&D and Innovation. As part of the support provided for strategic industrial sectors and re-industrialization, priority will be given to business plans aimed at electric vehicles. A forecast 140 million euros are to be invested in 2011 and 2012.Backing for communication technologies divided between the electrical grid and the vehicles. The Plan Avanza will be employed to set up a line fostering the development of communication systems technologies to optimize charging. 35 million euros are scheduled to be invested over two years.
  • Priority lines of R&D and Innovation for electric vehicles. The intention of this initiative is to identify and analyze key technologies and their dissemination in business and research environments, as well as their promotion, for which an estimated 173 million euros will be made available.
